You have to look for seemingly-contradictory evidence (that she really DOES like you) in her OTHER behavior (as Marni discussed in this video) as well to accurately assess her interest.
If a woman is sitting and when you approach she crosses her legs at some point during your conversation and gently starts shaking her foot (with toes pointed in your direction) at you it is an indicator that she is interested in you. Also if she has a drink and begins to run her finger around the rim of the glass at times while engaged in conversation with you, this also is an indicator she likes you. These actions are her subconscious attempts to suppress her interest so you wont notice.
Shy girls act like that with guys they like though… People they’re not attracted to/have no feelings for means there’s less at stake. When it’s a guy they’re crushing on or liking, it makes them less talkative for fear of messing up.

Best thing probably is at some point, to say you have trouble reading people and then straight up ask if she's flirting or not. Preening for example is a natural flirtation habit. I was a skinny, shy, awkward kid who spent years building myself into a fit, confident, outgoing man. I see the signs, the problem is that a girl can give you all the right signs, from smiling, laughing, locking eyes, glancing between your eyes and lips, twirling her hair etc., yet the next time you see her, she completely avoids and ignores you. If you like her you're going to have to do something either way whether she gives you some signs or is unclear with her signs My theory is just ask her out and don't wait too long where you're too emotional. You know even when I’m interested in a woman, I almost have to be hit over the head to know I’m being hit on. I went out to dinner one night with my sister and my girlfriend and the waitress was hitting on me and I didn’t notice. She would come to the table and ask only me if there was anything she could do to improve my night at the restaurant.
