As the GoI also embarked on a Socialism as its pattern, everything was done by the government that became the job-provider. Remember, job is not the same as work. So having a job but with no matching production of work has eroded the national economy. PV as PM saw through this paradox & made India a free (Capitalist) economy, though the credit is given to Manmohan Singh who took instruction from the PM (PV). Then the providing jobs as a national policy arose & stood in front. In th4 later system it isn't government responsibility to provide them, but to enable it by creating the conditions. The wage-earner is left free to the market forces.
