If you are endgame, CDR first above all. Then your standard middle column. Then Max MP/MPR very last. Even if you're lower ERP, healers can at least help mitigate low MPR.
There is effectively no difference between S2 and S3 on Flotilla. They both have the exact same effect of increasing Install skill damage by 10% and not consuming DMPs. S4 is mandatory because it's the only one that removes the skill animation for Install skills.
Reset/ceru lines are really hard to use on dom because you cycle skills so fast it's near impossible to see the skill reset before pressing the next skill. It's especially hard because the sound cue of ceru is the same sound cue as a skill coming off CD and since you're cycling so many skills and having them all come off CD, it's almost impossible to tell if ceru just activated.

I use around 68% Crit, 73% Maxi for 18-4
