There are a bunch of those in the US. I know of at least half a dozen in Las Vegas alone. It is an extremely simple thing to do...they all travel on a constant curve. Like any escalator, the steps return to the bottom unused under your feet similar to the belt on a treadmill. A curved escalator is no different, because when it flips the segments over to travel back downhill, the curve also reverses direction.
It works like a normal escalator -- just more involved with curving rails and difference in speed between the inner and outer edges. A loop would be cool, though, with perhaps a clear vertical tunnel for the steps to return to the other end again :-)
