As for the tongue tattoos, they're for _tattooing_ that character on your tongue. You lay the wafer on your tongue and after the wafer is sufficiently moist, remove it and the tattoo will remain on your tongue. Since we don't see your face in these videos, it would be rather hard to see the effect of this one. Note that these two characters are _good guys_ from Star Wars Rebels. The _vampire_ as you called him is actually Kanan Jarrus (a Jedi) and the other _evil guy_ is Zeb Orrelius (a good guy alien) who runs with Kanan (along with with several other characters).
