Video definitely helped me. I got stuck twice but worked around them. In case anyone has the same issues:
First, I could not access the phone app from Google. To fix this I went back a couple menus into settings, into apps, and enabled phone app permissions for Google and Chrome. Then I searched for the word "phone" in Google. When the search results came up, I changed the search type from "all" to "apps," and there the phone app appeared and I was able to access it.
Second, at the step where the phone is to be powered down after enabling provisioning, I got stuck again because it would not go to the home screen as shown in the video. Rather it took me back to the same menu I was just on. So I restarted the phone and it took me back to start at the initial setup screen. I skipped through to the Google login after the privacy notice and there was now an option to skip entering an e-mail address which wasn't there before. Now the phone was fully unlocked.
