When in comes to weeds, they will only grow into tall weeds if you have under a certain number of weeds on your island. I believe the limit is 120 before they stop growing. I was having trouble too, so what i did to grow tall weeds was pick up every weed i was okay with keeping small, found a day that was raining, and time traveled back and forth to a non rainy day and they grew tall pretty quickly!
