why would you give starmie waterfall? its a physical move and its attack stat is so much lower than its sp. atack. if youre worried about diversity just give waterfall to blastoise
I'd have also just taught Starmie thunderbolt instead of Confuse Ray so you could hit that Gyarados. Why are you wasting its diverse move pool? This is actually a really wonky team
Gyarados doesn't learn any flying type moves in Gen 3. This was before it was eventually able to be taught bounce. Also, since this is Gen 3 Gyarados, all of its best moves are special when it's special attack stat isn't very good
