I believe you could also use F harmonic major, on that last C7b9.

Sure
On 7b9 we have many options:
Harmonic Major: b9 - 11 - 13
Harmonic Minor: b9 - 11 - b13
And For Sure Diminished Half-Whole Scale is a Traditional Option in jazz
