In 2nd term E be not only at infinity but over entrire volume and in 1st term we have to integrate over entire surface i.e boundary of our selected entire space region.
Energy toh constant rahega...so if surface integral decreases,,at that time volume integral also increases correspondingly,,so my qs is how does the E^2 term increase??

No it's not like that.The volume that is considered here is not the volume of the region of the charge but the volume at which we are calculating the field then integrating all over the space. You said the right thing but the reason behind is not correct.The energy of the 2nd system you mentioned is less because the resultant Electric field produced at a point decreases. Hope it helps.
