I'd say it is, somewhat
Very different play style. Primarina is fast move pressure and a glass cannon. Clothes is bulky and charge move pressure. So I would say no

I hit legend every season within a little over a month. This season the algorithm is going crazy. Literally get hard countered every game of every set.
The game is A LOT about who gets blessed by the algorithm and who gets cursed. My hypothesis is that it typically favors paying players.
