It was going to be remodeled for them but I don’t know if that remodel began before they decided Windsor was where they preferred. I really don't think it's a punishment. King Charles has talked for decades about wanting to slim down the monarchy. Since Harry has left the Royal Family and is no longer a working royal, it makes no sense to have Frogmore Cottage, which is really a mansion, just sitting empty.
