praising the dog before it has completed the task is letting the dog know that he has done what you want. Only praise the dog once it has recalled and you have the dummy/bird in hand.

How do you train a dog to stay/heel when the dog is aware that if the lead is off he doesn't have to heed you?

Didn't know what you meant by steadiness. I thought you were going to show us how to make the dog not be frightened when guns are being discharged.
That's just teaching the dog to "stay".

You've misunderstood the word 'steadiness'. That's what it means- keeping the dog steady ie still. This is how its understood in the shooting world. What you want is how to teach a dog not to be gun shy; but it's a fair old way into training and a lot more of a lengthy process.
