Kade is wrong. The police chief doesn't need to be out on the street catching people. The Police Chief should make sure everything is done according to procedure and supervise all people's reports and if something is wrong, tell people about it.

One of the biggest PD issues in 4.0 is all the crim alts they have. There's some that do it right, but there's way too many that just use it as a license to get in gunfights.
