Imperials have always been the secret sufferers. Rebels are a bunch of un-regimented terrorists that yeah, had a "moral" leading caste- but that didn't stop them boots on the ground from committing some of the most atrocious and heinous war crimes imaginable. When the rebel pilot said, "War's over imp" it solidifies how evil these rebels can be. at this point in an imperial's life that's the equivalent of saying, "Give up, kill yourself" as imperials could not re-integrate into society. War is all a lot of these guys knew. integrating into civvy life is not only incredibly difficult at a civilian level, but will show that they are actively disseminated against because of their former allegiance. Officers and higher ups in the empire will most likely never be facing a full trial and will most likely be forced into exile or are outright executed regardless of their role and deeds. The empire was the answer to a galaxy that languished. now that it has fallen to it's own perversions and self destructive machinations brought on by sheev, it has fallen and ruined trillions of lives and ended far more for nothing.
You focus awfully hard on the NR\alliance army, especially with the "boarderline terrorists" thing (which is absolutely true for the rebel army) but the Rebel Navy and especially the Starfighter Corps is much more comparable to Alliance High Commands units as displayed in the movies. You don't run a capital ship on undisciplined guerillas. So while the job, tactics and requirements of the New Republic Navy changed, I don't think much of its general make up really did. The thing that really changed (and the mandalorian hints on that too) is that of the Army. Like you said we only really see the elites of both sides fighting in the original movies (the stormtrooper corps and alliance high command units). We never really see the "rebel army" or the Imperial Army fight (within the exception of Solo)
if you really think about it palpatine was always going to die at some point. with the way new Wars had the whole empire fall apart with his death there really wasn't a need for a galaxy wide uprising, just protecting local culture and values and preparation for palpatine's eventual death. the 'rebels' could have done a New Order thing and hid away with what it would take to bring the Republic back when the time came.
