ask ko lang po na kapag ang vessel ay proceeding easterly, and may North Cardinal marks po sa harapan ano pong action ang gagawin? saan po pwedeng dumaan ang barko?

Hi! what do you mean "harapan" as in ahead of your heading/course line? the cardinal mark indicates the position of the hazard relative to their absolute location. so, when u see North Cardinal marks, North is the direction of Safe Water, so if it's ahead of you even if you are proceeding easterly, u need to pass to the North of the buoy, regardless of the direction or position of the approaching vessel.
