Coal probably seems like the rarest because 1. It is. 2. They can be harder to spot. If youre curious why its the rarest ore its because deepslate can only generate Y-8 and coal stops generating at Y-10. Im pretty sure those are the values correct me if im wrong.

I don't mean to "um actually" but did you forget that you can right click aged/waxed copper with an axe to take the wax off and revert them by one aging state? You could have just stocked up on the fully aged copper and rewound what you needed

Coal ore can generate anywhere from Y=0 upwards, so deepslate coal ore can appear anywhere in the 9 layers from Y=0 to Y=8
