Carl would have been more fun as a mascot. Basically: 1. You have to take Carl every level if you can (wastes a seed slot). 2. You can place only one Carl. 3. You have to place one Carl each level. 4. If Carl dies, it counts as a redo, as you have to restart since you failed (any plant killed except Carl during the run is still dead though).
I think when it comes to the potato mine, provided it's alive, the rule should be that it's allowed to be used repeatedly, but because it can get eaten before it's armed, that's how it dies. Stuff like cherry bombs should be once per level or once per world.

I like biology, I'm bored and also I'm offering you a pretty nice deal to potentially prevent losing a whole run; would people be interested in a 50 slide PowerPoint? Obviously not, but they WOULD be interested in your pain and suffering (as most TH-cam viewers are nowadays); in conclusion, the most important thing about this challenge is... don't get to a point where you would need something like this. If you get to far future and unlock Infi-Nut i HIGHLY recommend saving it as much as possible, because that plant becomes super valuable in later worlds, especially BWB
It's a little late since the challenge already started a while ago, but I have an idea, maybe whenever a plant dies, instead of having to remove all of that plant right away, you only lose the ability to gain more of that plant. For example, you have 5 peashooters on the field, one dies, you still have 4 peashooters, you can keep those but you can't plant any others anymore. Next level, you are allowed to plant peashooters, but a maximum of four peashooters since they survived the previous level, if another dies then the maximum reduces to three, and etc.
