In regards to the last point, Jeff is discussing how a MC can be equipped and prepared to be sent out for a new plant. The church family, although sadden, should be prepared for this knowing that their brothers and sisters will be taking the gospel to a new people group (this could be just in the same city). This is how I understand it and someone can certainly correct me or validate what I said. Hope this helps.
