I have a theory that Timmy’s god parents are just his hallucinations that feel real. And the all the wishes he granted were just him drawing it all and in reality he is drinking some thing that could be a drug that he never stops taking to keep hallucinating to not go back to reality. And when he runs out of it he cries himself to sleep

So Vicky can see Cosmo and Wanda 2 in the episode birthday wish, Timmy wishes that cosmo and Wanda would be tootsies fairy godparents for the rest of her birthday, so Tootie also saw Cosmo and Wanda. 3 in another episode Timmy was walking with Cosmo and Wanda ( they were disguised as dogs) and Timmy’s dad said “when did you have dogs.” ( I forget the name of that episode as well) 4 in the episode (moving day) when Timmy’s mom was hypnotized by the milk she put milk in Cosmo and Wanda’s bowl instead of water so she could see them too.
