Still falls under balancing. If she has no casting time between her abilities, it would be super op. Especially since her cc and dmg are really good. But I agree on the clunky part, I feel it necessary tho for balancing issues. It also adds a layer of difficulty for her
@@Kitkat1-i9p Add Zhou Yu's Ult to the list, even if you spam press S1 and S3 to follow-up, enemy already moved or done things before S3 comes out. Currently Frost's S2 is best suited to be a follow-up from another's CC that landed which is scary and basically dead. They can either remove/reduce the cast time but also reduce the CC &/or damage to compensate. But these devs are always a huge fan of wind up animations or cast time(usually 0.25 secs). Mundo in League used to have no-cast time on Q but now has 0.25 secs cast time, and it feels so clunky. Edit: Frost S2 was cast delay but same end effect that shows up much later.
I think you're expecting too much for such skill sets, it's not meant for hunting and pinpointing specific targets. I think it's for punishing and pealing distracted opponents

That's how they make her balanced. If she can move while she casts her abilities, it would be harder to kill her
