Currently I have the rx 78 ver. Ka and worried if I tried applying the dry transfer decal might not stick to the shoulder part because there's a panel line over it, any suggestions?
A decal usually molds to the surface. I would appmy the decal then wait for 24 hours. If the decal has still not gone into the panel line, use a knife on it, very carefully.

Where do you get dry transfer decals?
They come with some Gundan kits. You can buy them on ebay too
