Thsee were supposedly manufactured around the time of the collapse of the Union in the Akhunbabajev factory in Tashkent in gray and khaki. It might be of commercial production, since border guard panamas were usually manufactured from berezka camouflaged fabric.

It just buttons on to the buttons on the side near the junction of the crown and the brim.
