Yes you can. I believe that visas are quite easy to get on the Musandam (Oman) border now too.

Take your passport and check before leaving home whether you'll need a visa to enter Oman. The journey from Dubai to Khasab (the main town in Musandam, Oman) is about 198 kilometres.
Head north out of Dubai on the Sheikh Zayed Road. Then join the E11 from Ras Al Khaimah. Keep heading north, you'll pass through Ghalilah, Rams, Sha'am, Al Qir, Soon after Al Qir you'll reach the UAE/Oman border crossing. Have your passport and visa ready.
After crossing the border keep heading north on the Khasab Coastal Road (it's pretty much the only road) until you reach Khasab. From there you can hire a dhow to take you around into the Musandam "fjord".
