I dont think it is legally allowed to got to a country on a tourist visa and look for jobs, as the intent for which a tourist visa is granted is strictly tourism. If this issue if flagged by the authorities of that country, it can lead to revoking the visa and maybe also a travel ban. Even when you enter some countries on a tourist visa and attend business meetings, they do have a right to report you to the police. Be Careful

Focus on someone who already on the ground and take guide from its country consultancy only not from outside.
