If someone is out of Canada due to higher education (PhD degree) and cannot meet the PR obligations then how this situation can be presented to IRCC? Do they consider such circumstances?
I know some of my friends they got their PR in Ontario through express or like through provincial nomination from Prince Edward and later move to another province .. So its right or they may face problem during their PR renewal or citizenship???
As soon as you get the PR status, you are protected by the Canadian Charter of Rights and Freedoms and its Article 6 ("Mobility Rights" ). Some might think that these rights guarantee free movement between provinces, however, there are some limitations to these rights, and one of the most important is the Provincial Nominee Programs (PNP). But nowhere in the law is there a minimum stay period in the nominating province. The law on this point remains ambiguous and open to interpretation. This is why you need to be careful when deciding to move out a province that nominated you after getting PR status. This province can come after you, requesting IRCC to revoke your PR status on the grounds of misrepresentation. Indeed, the province will say that you misrepresented your intent to stay in the province and had no intention in residing and living in the province. If this request goes through and you are found to have misrepresented your intent, you will be deported and be inadmissible to enter Canada for 5 years.
My wife PR has expired in 2018. She has not visited canada since 2013. She retired 2 years back from her teaching job in mumbai. Self is a Canadian citizen retired and staying in india since 2014. My son canada citizen since 2014 lives and works in Toronto. We lived in Mississauga from 2009 to 2014. What are best opinions for wife to go to canada? 1. Get PRTD - possible to get after 5 years. Can we try to renew saying she is staying overseas with canada citizen? 2. Spousal visa ? 3. Parent super visa ? 4. Visitor visa?

So it doesn't have to be continuous 730 days? PR holder can go in and out of Canada as long as they stay for 730 days right?
