Can we assume similar quantities for something as critical as a healthcare industry and something as quotidian as large-scale cardboard manufacturing?

I believe this should be related to risk tolerance which should be examined before deciding the classification.
Project Sponsor , key stakeholders , customer must be consulted by PM for P&I definitions.
