Believe me, it took me so many tries too. Especially the one in the second mission where you have to shoot the tires of the car. Keep trying you will eventually get it. You shouldnt aim directly at the target. Aim slightly to the direction he is running at. You can also try aiming at his legs too. Let me know if you do it. You are seconds away from finishing the game!

The thing about emulators is that their performance differ fron PC to PC, especially PCSX2 so you should look up tutorials and guides to get the gist of it and after that, it's all about trial and error. Sometimes cranking up the resolution doesn't result in good graphics because these games are not intended for those settings. So it's basically trial and error. I won't be able to determine what works best for your PC. Though i'm pretty sure you might be able to get better graphics and performance than mine if you try hard enough. I just record games from my PS2 these days because it's so hard to adjust the settings for each game on PCSX2.
It’s interesting how gamers standards change. The animations in this are awful by today’s standards and it wouldn’t even be considered a finished game. At the time it came out this was just what games looked like, probably somewhat impressive actually. Show this to someone playing Asteroids in 1979 and it would be completely mind blowing. I was playing a PS5 game yesterday and I was getting angry at the graphic pop-in until I remembered playing centipede on the Atari 2600 and being wowed by the colorful Atari logo.

That smow motion escape ain't working for my old ps2.. he keeps getting away no matter what happens i shoot him with any guns and any direction...

I gave up on this game, terrible controls and unfair final fights, no ammo, tons of enemies
