I've tried to have a look at the options and you can get a 96% rated squad like this: Hermansen Valdimarsson Ait-Nouri Gvardiol Mykolenko Konate Okoli Palmer Salah Saka Foden Smith-Rowe Cunha Wood Welbeck If you wanted more funds you could easily go Gvardiol to Lewis and go Son instead of Foden or use it to upgrade the keeper to Raya, or wherever you want.
