    The Upper East, formerly known as the Bacolod-Murcia Milling Company Complex, is a Megaworld township and industrial estate in Bacolod City, occupying a 34-hectare land owned by the Araneta Group. Initially planned as the "Araneta Center of the South," it evolved through a joint partnership with Megaworld Corporation after the latter took charge of developing the inactive property.
    Once housing the infrastructure of the Bacolod-Murcia Milling Company, including railways, hauling facilities, and a sugar-processing plant, the site faced closure in the early 1990s due to complaints, partner exits, and health hazards for nearby residents. Despite the closure, the Araneta Group maintained its Visayas office on the premises.
    Megaworld unveiled its plans for the property on March 19, 2015, envisioning it as an urban township with a mall, residential condominiums, and corporate facilities, marking their expansion in the Visayas. Construction is currently underway. Coupled with the Northhill project on the Bacolod-Talisay boundary, Megaworld plans to invest P28 Billion over the next decade. The Upper East aims to create 250,000 jobs in BPO, construction, transportation, and retail, aspiring to become Bacolod's premier business district.
    The development encompasses the Upper East Mall, a 24,200 m² 3-level green mall with features like cinemas, an open-air food hall, solar panel roofing, and a 48-meter clock tower. Additionally, it includes One Regis and Two Regis Condominium Projects.
    The Bacolod Government Center, previously known as the "New Government Center" or NGC, was constructed on a 5-hectare parcel of land generously donated by Fernando F. Gonzaga Estate, Inc. to the City Government of Bacolod on June 13, 2006. This neo-classical renaissance structure serves as the focal point of the estate's development, aiming to catalyze growth in the surrounding area and establish it as the "upcoming downtown area."
