San Francisco Bay Area resident here. With all the respect to Dr. Keidar, the problem here is much deeper. It's not just the budget. It's the anti-business stance of San Francisco government that was cultivated for decades. That homeless person, if he finds work, will have hard time to find housing. Why? Because in San Francisco owners can't evict tenants. It's the law. If an owner has a tenant that causes a lot of trouble there is very little this owner can do. Owners' response is not to take people with questionable past as tenants. This multiplies homelessness and makes it permanent. And this is attitude of prohibiting businesses from doing their business is everywhere, in every aspect of everyday life. This is why San Francisco declined. Now, San Francisco politicians that created this crisis then bring those policies to the state of California (the governor is the former mayor of SF), and to the leadership of Democratic party. For example, Kamala is San Franciscan. That's what Americans voted against when they chose Trump.
