I think it's because the misunderstandings in Love is War can also move the plot forward, set up another plot thread, or get properly defused when everyone realizes what's up (which allows for more progress and/or humor), rather than just being there to draw out the romantic plot to increasingly pointless lengths.
I love how the only time Chika instantly read the mood and knew what they were talking about was when they thought the couple had reached the final base.
I wouldn't say that exactly. I viewed it more as if she was taunting him, basically going "If you had actually said it, you know I would be happy to. The objective is that one has to get a confession from the other person by getting the person to ask them out, not necessarily to admitting to having feelings. In Kaguya and Shirogane's situation they just both happen to like each other. This is different (but similar) to the first scene of the show where one person expressed their feelings and asked them out, therefore leaving the other person holding the leash. Here, they BOTH know that they are into each other despite how much Kaguya doesn't like to admit it even to herself. What's only important now is to get the other person to ask the them out. By now, I imagine that they've been around one another so much while bottling their feelings that they wouldn't view a date-invite or a confession from the other person as offering their leash to the other as much as they did before. That's why Kaguya wasn't so harsh on him at the time of the potential confession. They both WANT to be in this and I doubt they want to antagonize the other person for admitting it. At the same time, im sure they have respect for one another so they could empathize to as to how hard a situation this must be in, especially because of a coincidence, a misunderstanding, or both. There was no manipulation or plan, it just happened. So while true that Kaguya subtly expressed to having feelings for Shirogane (which, again, they both know already somewhere in their brains), she hasn't actually "asked the other person out" so she hasn't "lost".
