I think a relay split isn't equivalent to a world record due to the fact that you can start at any time However to the best of my knowledge the best ever relay split is 46.06 by Jason Lezak

The US may be a much weaker team without Dressel but their strengths are more even across the field. It’s the same reason Australia lost the women’s medley relay - their breaststroke leg is too weak. To confidently win a medley relay, you need talent in all four strokes. That’s just reality.
