    Summary on Traffic Delay model:
    Total delay time = 1/2 R h
    = c^2 v (1- g/c)^2 /
    [ 2 ( 1- v/s)]
    Average delay time=
    Total delay time/ total no of vehicle in one cycle length
    = Red time /2
    @ only when [ g/c = v/s]
    Where,
    v= arrival rate
    g = green time
    c= cycle length
    s= departure rate
