Pro-move right there - he capped over 50% of the map to swim in resources, and build infrastructure that'll allow him to deploy a BB in almost no time if this big province ever gets attacked again.
Also, all of the "temples", "depots" and "quarters" upgrades on his production facilities will be preserved in the same manner, so he can even mobilize T3 infantry with leaders + fast assault vehicles, if need be. Stupendous tactics.

Because the Space Marines told the Guard to retreat, but as we all know, retreat isnt in the IG dictionary, so they decided to fight the Space Marines along with everyone else. Just because they wanted to.
