This summary does not do the best justice to Hobbes' thinking. If he has a point about it at all then one cannot just wish away human nature and just accept the complex dynamics of modern, diverse societies as it is put here and to just shrug off or ignore their problems. Democracy can be seen as a sort of ritualized, institutionalized, usually meant as bloodless civil war where constituencies struggle for power over their opponents for all eternity, trying to solidify their insecure position of power or trying gain one if they are lacking it. The more bitter are the divisions in such contests going to be the more different are the backgrounds and opinions of the constituencies and the less civil will be the political intercourse between them. The more "complex" a society the less harmonius it is and the more authoritarian its rulers are compelled to be. Real freedom in the other hand flourishes most effortlessly in homogenous societies.
