you don't have to actually be next to sombra for some reason. i got it as ash while i was next to the lord/reinhardt. also, i don't think you have to emote as i didn't yet still got the achievement.

Got it as Kiriko. I didn't even get up there, the animation started while I was climbing to that location from the front.

Nope even doing a heroic emote didn't work
I figured it out you don't have to be up top like you were all you have to do is be next to the king and do a heroic emote

if you play on a difficulty other than normal, there's a delay and you need to hold the revive button.
