Scarecrow, in one night: Tricks the bat family into believing Barbara is dead. Manipulates Batman into betraying robin (though you could blame the joker for this too, batman is seeing the joker initially because of scarecrow.) Manipulates Gordon into almost betraying batman, and then kidnaps him. Submerges the entire city in fear toxin. And literally almost accidentally creates the batman who laughs. He may very well surpass or at the very least be on the same level as the joker in this game as to how dangerous he was.
Maybe the "number has been disconnected" fear toxin effect when Batman is under Scarecrows fear toxin in Arkham Asylum is another fear of Batman? That he had lost his grip on reality and is just make-belief pretending it all, with Barbara/Oracle never existing and none of this ever being real. That's at least how I interpret that one particular bit.
The best version of scarecrow hands down. This game made him rightfully terrifying. He also in a way kind of succeeded, he really did manage to activate the cloudburst and submerge Gotham in fear toxin, he actually would have won if it hadn't been for Ivy. And something else interesting, is Scarecrow is the only villain the game labels as "Criminal Mastermind". All the other villains just have the label "professional criminal" even the joker. (Though I argue he should have also been labelled a criminal mastermind.)
I feel like Scarecrow's kind got the opposite thing of Poison Ivy where he used to be a cool idea for a character, but never really saw that full potential and was always viewed as kind of a joke, until he got much better media later on, and now most view him as one of Batman's greatest villains, and poison ivy used to be an amazing villain that reflected on Batman's obsession with their morals and justice separating them from humanity, who also used lust and her attractiveness to manipulate and hurt others to fuel her selfish goals, but now she's rarely if ever that interesting villain and now is only used as Harley's girlfriend. Kind of funny when you think about it.
I wish they kept Ivy a sociopath who only loved herself and her plants. Still do the Harley romance, but make Ivy just as bad as Joker, playing into the tragedy of Harley’s main problem being her need to find fulfillment in others instead of herself
While Joker works, and I understand his position, I believe Scarecrow is the next best option for Batman's nemesis. Both masters of fear, but in different senses. Batman brings physical fear, physical damage, but Scarecrow brings psychological fear, he doesn't break your bones, but your mind. Batman is often commended for his willpower, and Scarecrow can be the greatest test of that .
Scarecrow is not only my favourite Arkhamverse villain but one of my favourite video game villains ever. He was already frightening in Arkham Asylum, and then Arkham Knight ramped it up even further. His way of controlling people through their fears is just peake villainy. His intelligence, deformed appearance, spine chilling voice, and sadistic personality, and the fact that he even gets under Batman's skin are also what makes him one of the greatest antagonists ever

People praise Hugo Strange so much in Arkham city. But he knew Batman's secret identity, said he'll tell everyone if Batman tries to stop him, yet did nothing the entire game. Just waited for Protocol, and got defeated. Meanwhile Scarecrow freaking unmasked Batman by the end of the story and forever changed Arkham Batman's career! He accomplished something big!
He didn't break Batman, that's exactly why he was defeated in the end. Also the only reason his plan worked (making Batman reveal his secret identity) was because Batman was written like an idiot with no contingency plans.

Don’t get me wrong I like his design, and he did a lot. But he didn’t break shit… He didn’t destroy Gotham. He didn’t cause anyone to betray Batman. He didn’t actually kill any of Batman’s family. He didn’t even manage to make Batman afraid like he thought he would. People keep talking like he was the one who unmasked Batman, but he wasn’t Batman turned himself in out of fear for Robin and Gordon. I’m not saying that’s a simple thing to do, but it’s really much less impressive than any of his actual goals.

Ra’s didn’t allow Hugo reveal his identity. Ra’s tested Hugo to defeat Batman from stopping him but Hugo failed.
