This is kind of going along my theory that this arc is setting up Luffy’s confrontation with Shanks. Maybe Loki has a point with whatever insult he is trying to make about Shanks, Luffy just hasn’t had the same experience. Maybe there is a side of Shanks Luffy won’t like.
Gear 4th is more Luffy Angry. Gear 5th is more Luffy happy and enjoying a fight. So I'd imagine him using gear 4th to punch Loki is because it represents his mindset more with him being angered at Loki calling shanks a chicken. Punching him in gear 5th with his laughing joyful state of mind would be more weird.

Loki’s bounty is huge because yes he’s noble lineage but he’s only ever been on Elbaph so it being 2.6 Billion berri shows how threatening the world government views his devil fruit power
For an unaffiliated bounty, 2.6 Billion is pretty huge. Just Law & Kid have higher bounties & there’s was a tag teaming a Yonko. Next closest is Boa’s at like 1.6 Billion. The giants with two 1.9 Billions & a 2.6 Billion goes kinda crazy if they’re united. Combine those three & you’re over any Yonko.
Feel free to get on my head but hear me out. I dont think Loki is strong simply cuz of the bounty. Ive been thinking since last chapter right. How could Luffy hear Loki’s “roar” from the damn Castle that Rodo was at? Think about it. Loki is literally tied down with seaprism stone cuffs yet Luffy can feel his presence. How? From what we know seaprism cuffs make DF powers extremely weak. So could this “roar” Luffy is sensing be Loki having and extremely powerful haki maybe COC? The world government could’ve sent somebody to replace mother Carmel after she died and whoever replaced her probably sent word about Loki killing his father and eating the fruit and now they want to get him to the holy land and kill him so they can secure it. When in school we read Dante inferno where the deeper into the hell you got the colder it is due to the fact that it’s the furthest away from the light. So I like that the tree depicts that as well
Typical power progression problem is going all the way and having trouble scaling afterwards. Oda used the "strongest" title on Kaido, so next stronger pirates need to have excuses like being isolated from the world, being imprisoned or not wanting to cause destruction and so on in order to have lower bounties and still be stronger than Kaido. That's why Loki's introduction was so bombastic. Oda needs to flex with this guy so we don't completely discard him based on the bounty. So it's probably true or close to true that he can wipe most crews.

Closest comparison to Loki's bounty is Black Beard after Marineford. Loki is imprisoned so I can see that Loki is an Admiral/Emperor level threat but since he is inactive, bounty has not increased much.
Loki having a bounty more than 1 billion beri above Dorry and Broggy and in the same ballpark as Luffy, the admirals and garp seems reasonable to me. The fact Loki doesn't seem to have a crew or territory (he is chained up now after all) means that his bounty is probably given based almost exclusively on strength level (which means if he WAS a pirate captain, his bounty would probably be like 3.5 bil maybe). I actually realize that would mean Loki has the second highest bounty in the series that would be based purely on personal power and not crew/territory/etc, second only to Mihawk.
How do you feel about IMU being a water dragon, an actual one with ancient weapon level destruction capabilities. Also with all the reverence for dragons in this world that devil fruits come from a tree buried on top of dragon corpses or a philosophers stone.
