This highway has an interesting history. 15 years ago the section between Bochum-Werne (39) all the way to Dortmund used to be B1 route and the interchange from Dortmund west to Schnettkerbrücke used to be 2 lanes and did not have an exit for Dortmund-Barop (44) Dreieck Bochum West did not have A448 and from there all the way to Gelsenkirchen Süd (28) used to be 2 lanes. However when i used to live in germany my dad always drives to dortmund and always used this Highway :D Essen Ost interchange was and still has traffic jams :D PS: This highway is unnusually quiet. When did you take the video?
Honestly based on a sign I saw next to the highway and the fact that the new Rhine bridge is nearly nonexistent yet (while it is almost complete now and scheduled to open end of this year), I would say summer of 2020.
