Thankfully I was able to log in via a browser go to my security and account tab and retrieve my data back up codes. Went around that whole process. My phones were next to each other (upgrade) and it just wasn't responding. Always put your emergency back up codes somewhere.

Unfortunately submitting an ID is the only way to prove your identity
