Because of the way the EuroLeague is set-up, not every great player is in the EL. Out of the 18 teams, 13 of them are permanent while the rest are wildcards and champs from EuroCup and ABA League. So, most of the great teams from Europe's national leagues compete in the FIBA Champions League and FIBA Europe Cup (after they began in 2016). Nowadays the EL clubs, who are by default richer, just pillage the players from the other clubs after they've proven themselves in the two FIBA leagues. By the time any NBA scout could look at them in the EL, they're either much older or they're comfy staying there. NBA scouts and media analysts need to pay attention to the stand-out players in the Champions League, Europe Cup, Spanish league (ACB), Turkish league (BSL) and ABA League because that's where most of the top talent is and they're hungry. The basketball landscape has changed and too many aren't keeping up with the times. NBA teams need to have people on payroll overseas whose part-time job is paying attention to these leagues year-round for potential signings. Personally, I think every NBA team or their G-League team should sign one or more foreign players each year and not just every few years.
