Can God get all Human in the heavens while they have free will? No because that a contradiction, if with free will all human will choose heaven, there is no proof that we even has free will. God do care about our well being, that's why the Bible is on Earth. That's why Jesus was crucified on the cross, no matter what you did, you could still be saved if you choose to repent. It's pretty much God lower the difficulty.
