Don't approach him! Call him over, and he will let you know if you can touch him or not. If he starts licking your hand willingly, he is comfortable enough for you to touch him. Talk to him and ask if you can do this or do that.
Look up TH-cam videos about how to deal with abused dogs. They will tell you to take the emotion out of it (basically stop trying to baby a dog), give them a crate to sleep in and eat in, leash them all day and walk around the house with the dog give them time to get to know you before putting them in training.
