To me it looks like ryu wasn't even trying to be aggressive with riki it looks like he trying to initiate a play session. but riki being the fire cracka he is got upset by it which led to him fussing at his dad which set ryu off
I completely agree. Riki's is extremely to thin skinned when it comes to play or discipline, always ends the same with him flailing around his hands and arms. Since Riki isn't quite beyond puberty yet his true adult character isn't fully known. After seeing how aggressive the twins can be with each other it really is anyone's guess what adulthood has in store for the children of Ryu and Kazumi.
