When one Govt. declares SEZ, then enterpreneur gets confidence to obtain guarantee from Govt. level and it is an agreement between both parties. Thus, if ruling Government changes, the agreement is treated as shield and next ruling Govt. has to carry out the honour of SEZ. If one ruling Government proposes to tax relief, the enterpreneur takes the matter as pure temporary measure. If next Govt. changes the policy, the enterpreneur may not get the tax relief. Thus they do not get confidence, therefore, they are no longer interested to make capital investment.
