He's not discouraging.. and first of all he uses this word every now and then and secondly the subject he is teaching is pretty wide and you do need a mentor for studying polity . That's why he said ki self study ke sath sath ek samjhane wala bhi jaruri hota hai.

I humbly want to point it out that the vagueness of the section still remains. The doctrine of chilling effect states that "hate speech" is measured on effect and also states that "no innocent comment can be stated as hate speech". However, what should be considered as "innocent"? And how far is innocence? Let's say someone's innocence causing a "chilling" effect on a second party, then who would be found guilty?
