I'd suggest a private enterprise naval security operations, paid with annual fees by all countries to patrol each section of the sea. Caution - Do not let it be a monopoly. Different companies for different sections of the oceans. If Indian company, then, many of the trained patrollers can be recruited by Indian Navy, Army, Air Force when needed.
