This is what we call a criminogenic cancer. Checks and balances and oversight mechanisms simply being driven over, excuse the pun. Despite a very efficient revenue collection system, the ultimate user is not benefiting at all. Rural roads are a mess. And this hampers economic growth, never mind the cost of vehicle repairs.

It was very depressing to listen to this interview. The esteemed Engineer was unconvincing and sounded helpless most of the time. As Chairman at ZINARA, he had oversight roles over management at the entity but it appears wrong things just continued happening unabated under his watch. It is sad and regrettable that engineers and other technocrats have allowed politicians to set the tone in our societies whereas it should be the other way around. The results have been catastrophic with critical infrastructure everywhere collapsing.
On another note, i think upgrading of the Harare - Airport road to freeway standards will be a vanity project. For starters, the volumes of traffic on that road are not significantly high, the project will not be able to pay itself back even in 30 years time from tolling alone. The cost - benefit analysis of this will surely be negative. Secondly, you will not be able to fit 7 interchanges between Harare and the airport considering that ideal interchange spacing is about 1.5km minimum. What alternatives will you be giving people who use the current road for their daily commuting?
It would be nice if you can share the findings and recommendations of your Study Report.
