No, Sapper tends to be overused. It's like airblast used to be for Pyro. Noobs assumed they were "supposed" to use it a lot, but it was only good in certain situations, so they ended up sucking and just assumed that Pyro itself was bad until Valve put the Gas Passer in MvM without playtesting it. I didn't have time to watch all the way through, but at a glance, the uploader actually knows how to play Spy. EDIT: After actually watching it, real advice would be to be more aggressive against Giants instead of running away after 1 stab, and focusing less on tanks. Not bad though. Spy's never going to be particularly exciting on a mission this easily, though. Actually, this person used the Sapper a couple of times when they SHOULDN'T have.
Spy is a front line menace in MvM designed to destroy giants quickly with armor penetration and attack speed. His sapper can stun giant groups of bots in a pinch, it can slow giant scouts, and kills engie buildings. Spy is also amazing for drawing attention to allow a pyro to get close and personal. Spy is underused in MvM, not bad.
That means you either have never played MvM, tried to use weapons like the YER or clock and dagger, fucked up and blamed it on the class not yourself, or you bough shit upgrades like the crit on kill canteens
